In accordance with Article 26(2) of the Treaty on the Functioning of the European Union (TFEU), the internal market is to comprise an area without internal frontiers in which the free movement of goods, persons, services and capital is ensured. The smooth functioning of the internal market and the development of a modern, socially inclusive economy increasingly depends on the universal provision of payment services. - To ensure the above objective, the Payment Accounts Directive (PAD) was adopted in 2014. Article 28 of this Directive requires the Commission to carry out a review of the Directive. A first study on the EU Payment Accounts Market was carried out to contribute to the collection of evidence, analysis and recommendations required for this review. The present study comes in complement of the first study, and provides qualitative and quantitative data to support the analysis of possible further improvements of its provisions, as referred to in Article 28(c), (d) and (f). Concretely, it examines the feasibility of developing and implementing: - A cross-border switching service; - An automated redirection of payments; and - An EU-wide portability of payment account numbers.
