Within the Iberian Peninsula, the unbalanced growth and the different potentiality of the urban and rural development phenomenon has facilitated the intensification of the depopulation processes and the consequent mutations of the agrarian and social organization of the rural countryside spaces. The above-mentioned evolutions are limited to determined regions and recently have deeply increased due to the worsening of the territorial unbalances. Those unbalances cause not only damages to the local communities but also to the most favoured ones by stimulating situations of congestion and high concentration of the population. Moreover, it is possible to observe that there is no longer any application of the justice of an equal development among all the regions and that development is slower affecting the 'depressed' areas deeply. From the integration of Portugal in the European Community, the awareness of the above-indicated situations has increased and has been specially transmitted to the perspectives and to the territorial order models in order to encourage a more harmonious development in the entire country. As a consequence, those initiatives have relighted the interest in the poorest areas among them the case of the bordering regions. This study specifically analyzes the border territories of Terras de Bouro (Portugal) and Lóbios (Spain), which share common geographical isolation, cultural links, and cooperation challenges.
