Flanders, a puzzle of euroresions and cross-border cooperation Almost the entire territory of Flanders takes part into structures of cross-border cooperation. Most of these types of cooperation (e.g. the euroregions), received a strong impuls by the European Interreg programs, although some of them were established (long) before Interreg. Some can be qualified as prototypes of cross-border cooperation with univocal territorial delimitation and organizational structure such as the euroregions Meuse-Rhine and Scheidemond; others show a diverse way of marking out and a less consistent organisation like the initiatives along the French-Belgian border. Both are illustrative and offer a lot of experience with all kinds of cross-border cooperation and with solutions for problems among cross-border (euro)regions. Therefore, these regions are considered as a test case by the European Commission, as they are joined within 'the Euroregion' in the heart of the 'Centre Capitals'.
